Why plate-to-VIN is regulated
State DMVs hold the registration record that links a plate to a VIN and an owner. The Driver's Privacy Protection Act (18 U.S.C. § 2721) restricts release of the personal information in that record to permissible purposes. Vehicle data, including the VIN, specs and title history, is not personal information, which is why licensed providers return it while owner details stay protected.
The lawful routes
| Route | What you get |
|---|---|
| Ask the seller | The VIN from the title or registration card; a seller who refuses is a warning sign |
| Look at the car | Dashboard and door-jamb VIN, visible through the windshield |
| Licensed data provider | VIN, year, make, model and history for the plate: vehicle data only, no owner information |
| DMV request | Only for a DPPA permissible purpose, on the state's form |
Once you have the VIN
- Decode it with the VIN decoder and match it to the listing.
