Georgia VIN Check: The 1963–1985 Non-Title State Rule and Salvage Brands

Georgia does not title a 1963–1985 vehicle last registered in a non-title state, and it treats an out-of-state car branded Total Loss, Salvage, Fire, Flood or Water as a salvage vehicle. Decode the VIN, clear open NHTSA recalls, then match the title history to those rules.

Decode the VIN and Pull Open Recalls

The VIN tool on this page decodes any 17-character VIN for model year 1981 and newer using NHTSA vPIC data. The result shows model year, make, model, trim, engine, body style and assembly plant. The same lookup lists open NHTSA safety recalls tied to that VIN at no cost.

Recall repairs are performed at no charge by a franchised dealer. An open recall on a used vehicle stays open until the repair is completed, so confirm the recall status before you negotiate.

Georgia Title and VIN Inspection Rules

The Georgia Department of Revenue (dor.georgia.gov) administers titling, and out-of-state vehicles are titled at the County Tag Office. Bring a completed MV-1 Title/Tag Application, the original title, a completed Form T-22B Certification of Inspection, Georgia insurance on record, an emission certificate where applicable, and a Georgia driver's license or ID. Fees are $18 for the title and $20 for the license plate, plus Title Ad Valorem Tax.

For a 1986 or newer vehicle from a state that does not issue titles, a Georgia law enforcement officer completes the T-22B. A 1963-1985 vehicle last registered in a non-title state does not receive a Georgia title.

Title Brands and the Rebuilt Inspection

Brands follow the VIN across states. NMVTIS, maintained under the U.S. Department of Justice, collects title brands such as salvage, junk, flood and rebuilt, odometer readings from titles, and total-loss reports from insurers, junk yards and salvage yards. Georgia treats a vehicle titled in another state and branded Total Loss, Salvage, Fire, Flood or Water as a salvage vehicle, and a salvage vehicle cannot be operated legally on Georgia roads.

Full vehicle history reports with title brands, odometer readings and total-loss records come from the partner EpicVIN: $1 for a 3-day trial, then a monthly plan until you cancel. DPPA (18 U.S.C. 2721) keeps owner names, addresses and phone numbers in DMV records private except for permissible purposes; this site shows vehicle data only.
